Peter Kingston Education Guardian,Wednesday 28 February 2007 13.01 GMTCollege leaders were today quietly celebrating the defeat of government plans to give power to the Learning and Skills Council (LSC) to dismiss principals and governors of failing institutions.There was also delight that Labour's proposals to give colleges the authority to award their own foundation degrees went through the House of Lords unopposed.Conservative and Liberal Democrat peers joined forces last night to throw out clause 17 from the further education bill, which would have allowed the LSC to intervene in the running of FE institutions.A disappointed Bill Rammell, the higher and further Gucci Top Handle Sale education minister, said he would put the clause back in when the bill goes through the Guess Handbags Commons.An anticipated attempt by peers to preserve the exclusive degree-awarding rights of universities did not materialise. Clause 19, giving colleges powers to issue their own foundation degrees, sailed G-Star Jeans through but with some conditions attached. Colleges will not be able to franchise their foundation degrees to other institutions and before seeking permission to award their own degrees they will have to consult their students."We are of course delighted that the House of Lords have passed clause 19 without a vote," said John Brennan, the chief executive of the Association of Colleges (AoC).The peers had also accepted the AoC's arguments against granting the LSC powers to remove senior managers and governors from colleges.Mr Rammell shared the relief about the foundation degrees but expressed disappointment about the defeat on extending the education secretary's powers to remove college senior managers to the LSC."It would have made it easier to address quickly and effectively those rare instances of unsatisfactory further education provision," he said."The LSC is better placed to exercise these powers than the Secretary of State, because it has Adidas PRO MODEL 2010 a good understanding of the local factors that may be behind any instances of underperformance."That is why we will seek to reintroduce the provision when the bill goes through the Commons."Clause 17, one of the bill's key provisions, was thrown out by 187 votes to 135.Leading the fight against the clause, Tory Baroness Morris of Bolton said she feared that it would damage the relationship between the LSC and the education institutions, which needed more independence, not less."They need to be trusted more by the government and not be subjected to endless rules and regulations," she told the house."If there is a need to remove a principal of a member of a governing body, the power should reside with the Secretary of State."Education minister Lord Adonis said: "We are talking about cases of failure and under-performance which are demonstrated in inspection reports and are objective."We are not talking about any discretionary power to intervene which would undermine the proper autonomy and freedom of governing bodies of institutions which are running well."He said: "Cases of outright failure are extremely rare, nevertheless we want to address Adidas AdiZero Infiltrate Shoes any such instances of inadequate provision more effectively and efficiently, and that is the reason for these Sweater Chains powers."Related Topics Articles:
